Looks to be in good condition with the exception of one of the corners is broken, see the closeup photo please.
My best guess this is a railroad crossing flasher relay, but don't hold me to it. I have not been able to find another like this. I tried to take the cover off but the screw post is larger than the hole in the cover so it won't come off.
Binding posts are labeled H1 H2 H3, B1 B2 B3, F1 F2 F3.
Sorry but this one is AS IS. I do not know anything about the operational condition of this unit.
